Council has approved conditional building permits. Brenda Little has more.
[Last night at council, a motion was passed to grant the Chief Building Official authority to issue conditional building permits. Leading up to the vote, there were questions about the request but Councillor St. Jean made it clear that the move would streamline the system not bypass essential requirements and that by granting the authority that would enhance what
is already there and help to streamline the permit process and eliminate unreasonable delays.]

Also at council last night, Elis Ziegler, supervisor of the Affordable Housing Corporation, presented a report with a governance update. Ameliasburgh Councillor Roy Pennell requested some minor changes that would ensure continuity in the future. Other councillors had questions and the lengthy discussion deviated to the possibility of dissolving the corporation. Wellington Councillor Corey Engelsdorfer proposed an amended motion that staff investigate the legal cost and consequences of dissolution, but that motion failed. After much further discussion, the main motion was carried to accept the governance update. Council is still seeking members for the Affordable Housing Board of Directors. There are currently no private citizen members on the Board.
Council heard a deputation from Paul Allen regarding Pit 2907 on Ridge Road. The pit has been dormant for some time, but has new activity. There has been a transfer of license and the new activity does not meet the previous requirements. Activity and permits go through the Ministry of Natural Resources and there is some evidence that there is no site plan. Councillors admitted that pits along the road have been problematic in the past and voted to pursue the issue with the
ministry.
Finally, in its review of the Five-Year Rural Road Improvement Plan, Council has decided to convert County Roads 28 and 35 from asphalt to surface treatment. Recent traffic volumes on those roads have been well below the threshold for maintaining an asphalt surface, making surface treatment the most practical option within the County’s available resources. Staff will continue to review the road list annually to ensure it remains appropriate, with any recommended revisions brought forward to Council during budget deliberations.
In other Council business, the Committee of the Whole will meet tomorrow to receive a request for additional Personal Support Worker positions at the H.J. McFarland Memorial Home, and an update from the County Chamber of Commerce. In addition, County staff will report on the Child Care Task Team Recommendations and Action Plan, the Taxi By-Law, and the Wellington Rotary Beach Improvement and Management Plan. The Committee meets tomorrow afternoon at 1 in Shire Hall or by ZOOM.
Council will be hosting a special in-person meeting tomorrow evening at 6 in the Ameliasburgh Town Hall to receive public input on the proposed by-law to review Council size and make related ward boundary changes.
Finally, The County is also seeking public input on the 2026 municipal budget. You can share your feedback online, by phone, or on paper available at Shire Hall. Council will consider the proposed budget beginning on Monday, December 1st.
