The lead-up to Halloween is expected to include a heavy downpour lasting two
full days. Environment Canada has issued a Rainfall Warning for the Quinte
Region. Heavy rainfall is expected today and Friday with total amounts of 35 to 70
mm. I’ll have more on that in the CFM weather forecast.
Missing from Smiths Falls, InQuinte – A Kingston man is one of three people
charged with first degree murder in connection with a missing person case in the
Smiths Falls area. Robbie THOMSON was reported missing in October 2023 and
while his body has not been located, the investigation has determined that
THOMSON was the victim of homicide. Yesterday members of the Lanark County
OPP Crime Unit and their partners arrested three males between the ages of 34
and 48 who have all been charged with 1

st degree murder in connection with

Thompsons dissapearance.

SK Subs, CBC – South Korea put political weight behind its bold, high-stakes bid
to sell submarines to Canada today as Prime Minister Mark Carney got a look at
one of the country’s new boats and toured the shipyard that would do the
construction.
South Korea Prime Minister Kim Min-seok accompanied Carney during the visit to

the Hanwha Ocean Ltd. facility in South Korea, where the Asia Pacific Co-
operation (APEC) summit is being held. Earlier in the day, Carney also met with

South Korea’s new president, Lee Jae Myung.

Release the Documents, CBC – Opposition MPs are calling on Prime Minister
Mark Carney’s government to make public the documents that govern three
special agencies it has created to manage billions of dollars for major projects,
defence procurement and the construction of affordable homes.
NDP interim Leader Don Davies said MPs have a right to know what guardrails

and guidelines will govern the new special agencies. Bloc Québécois critic Marie-
Hélène Gaudreau and Conservative House leader Andrew Scheer also criticized

the government’s secrecy. Attempts by media over the past couple of weeks to
obtain copies of the framework documents for the three agencies have been
unsuccessful.
Prison Cost Overrun,CBC – Meanwhile the budget for a new hospital for
inmates in federal facilities is now estimated at $1.3 billion – over three times the
$400-million estimate made public in 2021 – that according to federal documents
and sources. The funding for the project in New Brunswick was approved by the
Treasury Board in December 2024, but the higher amount has not been made
public as Ottawa is in a bidding process with construction firms. Sources familiar
with the matter indicate that the project survived Ottawa’s expenditure review

ahead of the Nov. 4 federal budget, despite pressure to reduce spending at
Correctional Service Canada. The 155-bed centre will offer mental and physical
health care in French and English to men and women in the federal correctional
system. It will be in a new building and will replace an outdated facility with a third
of the capacity inside Dorchester Penitentiary.
US/China Soy Beans, AP – US Treasury Secretary Scott Bessent announced
today that China has agreed to purchase 25 million metric tons of U.S. soybeans
annually as part of an agreement reached by its leaders. Bessent said China will
start by purchasing 12 million metric tons of soybeans from the U.S. between now
and January. Bessent said in an interview that the agreement lasts for three years.

The Belleville Senators’ first win streak of the season has ended at three games,
after the Sens dropped a 4-1 decision at home to the Rochester Americans last
night. The Senators will see the Americans again on November 12th at Blue Cross
Arena for their second meeting of the season. Belleville is back on the ice
Saturday night when they go on the road to face the Syracuse Crunch
And, of course, it’s Thursday night hockey in Picton as the Pirates host the
Lakefield Chiefs. The 3rd place Pirates trail the 1st place Cheifs by 3 points in the TOD division
Six players from an under-14 AA hockey team in Stoney Creek, Ont., have been
placed on probation for two years and warned that any further misconduct could
lead to permanent bans, after an investigation found they engaged in repeated
bullying and sexual misconduct throughout the 2023–24 season. The inquiry also
determined that head coach Dave Mercanti failed to protect players, showed
“contempt for the process” during an investigation, and refused to accept
responsibility for what happened within his team’s change room. In addition to the
players’ sanctions, Mercanti was suspended for six months from Hockey Canada-
sanctioned games, practices, and events.

A busy night ahead for Canadian teams in the NHL as the Calgary Flames head
to Ottawa… the Vancouver Canuck are in St. Louis…Winnipeg Jets will host the
Chicago Black Hawks and the NY Rangers will face off in Edmonton
